The National Assembly has concluded plans to transmit the proposed State Police Bill to President Bola Tinubu for assent after securing approval from 28 State Houses of Assembly.
The development was announced on Tuesday in a statement issued by the Clerk to the National Assembly, Kamoru Ogunlana, Esq.
Ogunlana disclosed that his office had received official reports from 28 state legislatures confirming their approval of the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, which seeks to establish State Police Services and address related matters.
The bill was forwarded to the 36 State Houses of Assembly on September 16, 2026, for consideration and approval, with a request that their decisions be communicated to the National Assembly within 30 days.
Although the deadline expired on October 15, the Clerk said his office would continue to receive reports from the remaining state legislatures until the bill is transmitted to the President for assent.
He explained that the 28 approvals had exceeded the constitutional requirement of at least two-thirds of the 36 State Houses of Assembly, equivalent to 24 states, under Section 9 of the 1999 Constitution.
The National Assembly also confirmed that it had carried out administrative verification of the reports and accompanying votes and proceedings to authenticate the approvals granted by the respective state legislatures.
Clarifying the legislative procedure, Ogunlana noted that Section 9 of the Constitution does not expressly require a Third Reading for a constitutional amendment bill, unlike the process applicable to ordinary bills.
With the required constitutional threshold achieved, the National Assembly said it was completing the necessary administrative arrangements to forward the bill to President Tinubu for assent in line with the Acts Authentication Act, CAP A2, Laws of the Federation of Nigeria, 2004.
The National Assembly commended the State Houses of Assembly for their cooperation, noting that the proposed establishment of state police represents an important step towards strengthening Nigeria's security architecture and deepening its federal system.
It further assured Nigerians that its office would continue to provide accurate and timely updates on the constitutional amendment process.
