UN Raps Ukraine, Pro-Russian Separatists Over Failed Ceasefire

UN human rights office on Monday in Geneva criticised Ukrainian government and pro-Russian separatists for failing to honour the human rights commitments they made as part of their February ceasefire deal.

The Minsk package of measures included the release of hostages and illegally detained persons, an amnesty law and access for humanitarian aid in conflict areas.

It also included ending Kiev’s blockade of rebel-held territories in the east.
The Office of the UN High Commissioner for Human Rights said in its latest report on Ukraine that since the fighting broke out in April 2014, more than 6,362 people have been killed.

It also said that 15,775 others have been wounded.
The report said the ceasefire that had been in effect since the middle of February had decreased the death rate among civilians.
It, however, said the death count has climbed among soldiers and Moscow-backed fighters over the past months.

The office said, referring to events between mid-February and mid-May that no significant progress has been made in implementing the provisions of the Package directly affecting human rights.
“Hostages and detainees have been freed only in ‘a piecemeal approach’.

The office urged both sides in the conflict to give full access to humanitarian agencies and to provide for their safety.
The report also said Kiev violated the Minsk deal by upholding its policies of relocating state institutions from rebel-held areas and of stopping government payments there.

The UN rights office also noted that separatists had continued to target civilians in the east, pointing to reports of killings, torture, forced labour and extortion.
